Rajagopalachari Formula - Notes
The veteran Congress Leader Chakravarti Rajagopalachari (CR) prepared a formula for Congress – League cooperation in 1944. It is also known as Rajaji formula.
Why This Formula formed or created?
British Secretary of State Montagu gave a declaration in the British Parliament which is known today as the August Declaration. So after this declaration (between 1917 and 1944), a lot of efforts were being made by the British government related to the constitution of India. But what would have happened that whenever the British Government used to come with any proposal for the advancement of the constitution of India, then the political parties of India used to fight with each other and ultimately the proposals brought for the advancement of the constitution and the mission failed. The differences between the two major political parties of India, the Congress and the Muslim League, had increased so much that the British Government could not understand how to deal with it. In fact, during the Second World War, at the time of the August offer also, the viceroy Lord Linlithgow had given a statement that if you really want to accept the constitutional settlement, then first the Indian National Congress and the Muslim League will have to end their differences. In order to end the differences between these two Political Parties, C. Rajagopalachari brought "CR FORMULA" in 1944. This Formula was basically some proposals which were an attempt by C. Rajagopalachari to find a middle way. For the first time, Congress was willing to give some concession to the Muslim league and somehow accepted the idea of Pakistan. So that Muslim League should also support INC in the freedom struggle.
The main points in the C. R. plan were:
● The Muslim League will support the Congress demand for independence.
● The League will co-operate with the Congress in forming a provisional government at the Centre.
● After the end of the war, the entire population of Muslim-majority areas in north-west and north-east India would hold a plebiscite to decide whether to form a separate sovereign state or not.
● In case of acceptance of partition, security of defence, commerce, communication etc. has to be jointly compromised.
● The above conditions will be effective only when England transfers full powers to India.
